Removes the July 1, 2025 repeal date from Section 37-101-15(m)(ii), making permanent the Board of Trustees' authority to administer construction and maintenance contracts for state higher learning institutions funded by general obligation bonds.

Requires the Board of Trustees to execute agreements with the Department of Finance and Administration for each project, specifying responsibilities, procurement regulations, documentation requirements, and disbursement schedules.

Prohibits either party from withholding agreement approval without providing written, detailed explanation of basis for withholding to the other party.

Prevents the Department of Finance and Administration from adding qualifications or criteria that would invalidate an institution's designation as capable of procuring and administering projects; such provisions may be appealed to the Public Procurement Review Board.

Takes effect July 1, 2025.
