Authorizes the State Parole Board to reduce parole eligibility dates for offenders convicted of nonviolent offenses by the number of days of earned time awarded under the earned-time allowance program, effective July 1, 2025.

Applies this earned-time credit reduction to offenders sentenced after June 30, 1995, who have complied with good conduct and performance requirements earning 4.5 days of credit per 30 days served (capped at 15% of sentence).

Amends Mississippi Code Sections 47-5-138 and 47-7-3 to create this new mechanism for parole eligibility reduction while maintaining existing restrictions on parole for violent crimes, sex offenses, murder, trafficking, and habitual offenders.

Excludes earned-time reductions for parole eligibility purposes from the existing prohibition in Section 47-7-3(3) that prevents "earned time, good time or any other administrative reduction" from reducing time to parole eligibility.
