Amends Mississippi Code Section 47-5-1211 to require private prison contract rates be based on inmate classification rather than a flat rate for all inmates.

Maintains the existing requirement that private prison operations must offer at least 10% cost savings compared to state Department of Corrections operations for the same level and quality of service.

Requires the Joint Legislative Committee on Performance Evaluation and Expenditure Review (PEER) to contract with a certified public accounting firm biennially (beginning 2012) to establish state inmate cost per day based on inmate classification for cost comparison purposes.

Mandates PEER and the Department of Corrections develop a cost-based model using inmate classification to serve as the basis for calculating certified state inmate costs.

Takes effect July 1, 2025.
