Establishes the Blue Envelope Program administered by the Department of Public Safety to improve communication between law enforcement and drivers with autism spectrum disorder.

Department shall create and distribute program packages containing a blue envelope, window cling decal, informational materials on autism communication techniques, and a contact information card.

Individuals with autism spectrum disorder who hold a driver's license or permit, or their parents/guardians if minors, may request a free program package; department shall provide information on its website for obtaining packages.

Participating drivers affix the window cling decal to the left lower corner of their rear window and store their registration, insurance, driver's license, and an emergency contact card in the blue envelope in their vehicle.

Effective date is July 1, 2025.
