Creates a Technical Advisory Board (TAB) to develop and annually revise a comprehensive plan for coastal restoration, conservation, storm protection, habitat construction, and water quality projects on the Mississippi Gulf Coast.

TAB composition includes a Governor-appointed chairman, representatives from the Department of Environmental Quality, Department of Marine Resources, Secretary of State's office, University of Southern Mississippi, Mississippi State University, and a nonprofit environmental group, plus non-voting House and Senate members.

TAB shall develop a plan establishing planning goals, priorities, and monitoring requirements for coastal projects, with the plan to be revised every five years and administered by the Department of Marine Resources.

Requires DMR and DEQ to carry out all responsibilities under the act, and limits TAB administrative expenses to one percent of funds administered under the act.

Amends existing code sections to assign coastal restoration plan responsibilities to the Department of Marine Resources, Department of Environmental Quality, and Secretary of State; effective July 1, 2025.
