Amends Section 49-15-27 to clarify that the Mississippi Department of Marine Resources may, in its discretion, lease areas to applicants without oyster cultivation experience if they demonstrate financial stability and the area has not been requested by more experienced applicants.

Changes Section 49-15-36 to allow the department to lease up to 80% of permitted areas (instead of limiting designations to 20%), with the requirement that permitted areas not subject to a lease shall remain open to the public.

Maintains existing lease terms including 15-year initial terms with renewal rights, $3.00 per acre annual rent, and requirements for lessees to actively cultivate oysters and add cultch materials.

Requires the department to apply lease terms and conditions to any leases executed prior to April 17, 2023, and revise those leases as necessary for compliance with this act.

Effective date: July 1, 2025.
