Amends the definition of "cottage foods" to include nonhazardous foods that do not require temperature control and establishes a comprehensive list of approved products including baked goods, candy, dried fruits, jams, and wine/light wine.

Increases the maximum annual gross sales threshold for cottage food operations exempt from food establishment permit fees from $35,000 to $59,000.

Requires cottage food operators and primary vendors to complete ANSI-National Accreditation Board (ANAB) accredited food handler safety training and obtain a food handler certificate before selling; existing vendors have until October 1, 2025 to comply.

Adds wine and light wine as approved cottage foods, with restrictions requiring 100% Mississippi-grown fruits/grapes/muscadines, maximum 18% alcohol content, and production limited to 300 gallons per year.

Maintains existing requirements for prepackaged labeling with product name, ingredients, allergen information, and a disclaimer that the product is "not subject to Mississippi's food safety regulations."
