Establishes the Mississippi Statewide Data Exchange Act requiring the Department of Information Technology Services (ITS) to conduct a comprehensive study and implement a secure, cloud-based platform for interagency data sharing.

Creates a Chief Information Officer (CIO) Council composed of IT leadership from state agencies to provide strategic oversight, recommend technical standards, and facilitate interagency collaboration on the data exchange initiative.

Requires ITS to develop a phased implementation plan with specific timeline: CIO Council established by October 1, 2025; feasibility study completed within 6 months; implementation plan within 6 months after; pilot program launch within 1 year; full statewide rollout within 1 year of pilot success.

Mandates creation of a centralized digital hub enabling business owners to access, submit and track state filings and compliance documents.

Grants ITS authority to promulgate rules, regulations and security protocols necessary to develop, implement and maintain the statewide data exchange platform in compliance with privacy and security standards.
