Repeals Section 25-53-171 and moves the Mississippi Wireless Communication Commission from the Department of Information Technology Services to the Mississippi Emergency Management Agency effective July 1, 2025.

Establishes the commission with 16 members including executive directors from multiple state agencies and presidents of professional associations (sheriffs, fire chiefs, police chiefs, supervisors, and municipalities).

Authorizes the commission to plan, manage, and operate a statewide wireless communications system for law enforcement and public safety personnel, with authority to purchase equipment, establish user fees, and manage tower space.

Creates the Integrated Public Safety Communications Fund supported by legislative appropriations, user fees, federal grants, and other revenue sources to fund system operations and maintenance.

Amends Section 33-15-307 to allow MEMA to obtain a line of credit up to $10,000,000 per fiscal year from the Working Cash-Stabilization Fund to cover state match funding shortfalls for federal disaster assistance.
