Requires all hunters in Mississippi to purchase a wild turkey stamp before hunting wild turkeys during open seasons, with exemptions for residents under 16 or over 65 years old, those with disabilities, and holders of lifetime sportsman licenses.

Sets stamp fees at $10 for resident hunters and $100 for nonresident hunters, valid through the final day of the following spring wild turkey season.

Directs all stamp revenue to the Fisheries and Wildlife Fund for administrative costs, habitat restoration, scientific research on wild turkeys, and increasing public turkey hunting access.

Establishes misdemeanor penalties of $25 to $100 for violations of stamp requirements.

Authorizes the Commission on Wildlife, Fisheries and Parks to enter agreements with state, federal, or nonprofit entities to execute conservation objectives using stamp revenues, with an effective date of July 1, 2025.
