Requires all persons 16 years of age or older to procure a state conservation stamp before hunting, fishing, or trapping any species in Mississippi.

Establishes a $25.00 fee for nonresident hunters, fishers, and trappers; residents obtain stamps at no cost but may make voluntary donations.

Stamps expire one year from procurement date and may be issued in physical or electronic form through bonded agents or automated point-of-sale systems.

Violators subject to misdemeanor charges with fines up to $100.00.

Revenue deposited into the Fisheries and Wildlife Fund for administrative costs, wildlife restoration and habitat protection, scientific research, and public hunting and fishing access (excluding waterfowl programs).
