Amends Section 71-5-146 of Mississippi Code to align MDES background investigation requirements with Internal Revenue Service requirements for individuals with access to Federal Tax Information (FTI), including IRS Publication 1075.

Authorizes MDES to fingerprint and conduct background investigations on MDES employees, contractors, and subcontractors who require access to FTI, and on job applicants who will need FTI access upon hire.

Grants MDES authority to access and review state and federal criminal history records, submit fingerprints to the state identification bureau, and forward fingerprints to the FBI for national criminal history record checks.

Allows MDES to develop additional background investigation policies and procedures as required by state or federal law and regulations.

Takes effect July 1, 2025.
