Expands prequalified bidding procedures to include any construction project with a minimum cost of $10,000,000, not just historical building renovations, when the agency or governing authority determines prequalification is in the state's best interest.

Requires prequalification solicitation to occur at least 15 working days before prequalified bidders are invited to submit bids, in accordance with standard bidding procedures under paragraph (c).

Changes prequalification criteria from historical restoration experience to include bidder and proposed sub-contractor knowledge and experience on similar-sized projects, past performance, project management team, and financial stability.

Removes previous language limiting prequalification criteria to historical restoration, preservation, and renovation experience.

Effective July 1, 2025.
