Authorizes the Department of Finance and Administration to purchase three parcels of real property and improvements located on East Hamilton Street in Jackson's Capitol Complex: 303 East Hamilton Street (Parcel 83-9, ~0.32 acres), 323 East Hamilton Street (Parcel 83-10, 0.44 acres), and 337 East Hamilton Street (Parcel 83-11, 0.20 acres).

Limits purchase price to fair market value as determined by the average of two appraisals by qualified appraisers certified and licensed by the Mississippi Real Estate Appraiser Licensing and Certification Board, with at least one appraiser selected by DFA.

Authorizes DFA to negotiate closing costs related to the property acquisitions and to correct any discrepancies in the legal descriptions of the properties.

Restricts the use of acquired real property and improvements exclusively to state office space and parking purposes.
