Increases minimum fine for misdemeanor illegal dumping (15-500 pounds or 27-100 cubic feet) from $100 to $500 and maximum fine from $1,000 to $1,500.

Increases minimum fine for felony illegal dumping (exceeding 500 pounds or 100 cubic feet, or commercial dumping) from $500 to $1,000 and maximum fine from $50,000 to $75,000.

Doubles maximum penalties for both fines and imprisonment upon conviction for a second or subsequent illegal dumping violation.

Requires convicted violators to remove or render harmless the dumped waste, repair damaged property, perform community service, and pay investigative and prosecutorial expenses.

Effective date is July 1, 2025.
