Limits law enforcement use of tasers to circumstances where deadly or lethal force would be permitted, and encourages tasers as an alternative to other lethal force.

Requires law enforcement to document each taser use including subject demographics (age, race, physical health, intoxication level, medications), circumstances of use, arrest status, number of uses, and deployment method (stun gun mode or distance shot).

Prohibits taser use on vulnerable populations including children, pregnant women, the elderly, mentally ill persons, and persons under the influence of drugs; prohibits use for punishment or pain; prohibits use on persons passively resisting arrest.

Requires medical personnel to remove taser barbs from individuals and mandates the Board of Law Enforcement Officer Standards and Training create enforcement policies and training that cannot be developed by entities profiting from taser sales.

Amends existing law to require weapons training courses for various law enforcement officers to include specific training on taser requirements; effective July 1, 2025.
