Requires prosecutors to send written preliminary notice to law enforcement officers before issuing a Giglio letter or adding them to a Giglio list, with notice delivered by U.S. mail or email to the officer's current or last known address.

Notice must include a description of the incident or issue, the officer's right to request relevant documents and evidence, the officer's right to provide input, the date and time for a hearing, and the right to be accompanied by counsel.

Officers must be given an opportunity to review materials and meet with the prosecutor to present their defense before a final determination is made.

Prosecutors must notify officers of their decision in writing within 30 days of the meeting, and officers have the right to appeal the prosecutor's decision to the chancery court in their home jurisdiction within 30 days of receiving notification.

Chancery court shall conduct a de novo (new) review of any appeal challenging a prosecutor's decision to issue a Giglio letter or place an officer's name on a Giglio list.
