Creates new felony offense for parents or guardians whose negligent, intentional, knowing, or reckless acts or omissions contribute to a child's criminal conviction as an adult, with penalties of 3-25 years imprisonment and up to $10,000 fine for direct contribution or 1-15 years and up to $5,000 fine for acts tending to contribute.

Amends Section 97-5-39 to add criminal negligence as an intent requirement for contributing to child neglect or delinquency, and establishes felony penalties of up to 5 years imprisonment and $5,000 fine for second or subsequent offenses (previously misdemeanor only).

Removes the $5,000 cap on recoverable damages and court costs in Section 93-13-2, allowing property owners to recover unlimited damages from parents of minors (ages 10-18) who maliciously and willfully damage or destroy property.

Defines a child as a person under 18 years old, with exceptions for those on active military duty or married; effective July 1, 2025.
