Creates a nine-member study committee to examine police pursuits, including their impact, necessity across jurisdictions, risk-benefit analysis, safe speed limits, and which crimes merit pursuits.

Committee membership includes Senate Judiciary Division B chair, House Judiciary B chair, Department of Public Safety Commissioner, Attorney General, Governor appointee, Lieutenant Governor appointee, Speaker appointee, Mississippi Sheriff's Association President, and Mississippi Association of Chiefs of Police President.

Appointments must be made within 30 days of the act's effective date; committee shall elect its own chairman, vice chairman, and adopt procedural rules at its first meeting.

Committee must submit findings and recommendations to the Legislature by December 1, 2024, after which it dissolves.

PEER Committee shall provide staff support, and state agencies must provide requested facilities, assistance, and data to support the committee's work.
