Prohibits retail food establishments from using cost-plus pricing formulas on grocery items unless they publicly post notice of the surcharge amount.

Requires conspicuous notice displayed on a sidewalk sign within 15 feet of each entrance and on a sign inside each entrance.

Defines "cost-plus pricing formula" as marking items at cost and adding a surcharge, and "retail food establishment" according to Section 69-1-18(1)(b).

Establishes a misdemeanor penalty of up to $1,000 fine or up to one year in county jail, or both, for violations.

Classifies violations as unlawful trade practices under Section 75-24-5, subjecting violators to additional remedies and penalties available under that statute.
