Establishes a screening and approval program within the Department of Health to regulate over-the-counter availability and retail sale of products containing substances with potential for recreational use or abuse, including bath salts and kratom.

Authorizes the State Health Officer to approve or deny over-the-counter sales of such products based on anecdotal, scientific, or other relevant evidence.

Provides manufacturers or distributors a 30-day appeal process to the State Board of Health, with the State Health Officer issuing a final decision within 90 days of receiving the appeal.

Requires the Department of Health to establish rules and regulations to implement and administer the program, while preserving existing municipal and county ordinances on these substances.

Creates a task force using Mississippi Rare Disease Advisory Council members to study alternative funding programs and their effects on patient access to affordable prescription drugs, with a report due by December 1, 2025.
