Restricts eligibility to inmates with fewer than 12 months remaining on their sentence and excludes those convicted of sex crimes or multiple violent felonies in the past 10 years; admission decisions rest with the sheriff or facility superintendent.

Requires annual reporting to the Legislature in electronic format beginning January 15, 2026, including participant demographics, employment earnings, recidivism data, and completion rates broken down by race, gender, and offense type.

Mandates wage allocation as follows: 25% for dependent support or court-ordered fines and restitution, 50% to savings account, up to 15% for facility administrative costs, and 10% for incidental expenses; remaining funds go to inmate savings upon release.

Sunsets on July 1, 2029; takes effect July 1, 2025.
