Amends Section 77-11-3 of Mississippi Code to modify civil penalties for public utilities violating Natural Gas Pipeline Safety Standards adopted by both the U.S. Department of Transportation and the Mississippi Public Service Commission

Removes the previous fixed penalty structure of $1,000 per violation per day with a $200,000 maximum for related violations

Establishes that civil penalties cannot exceed the maximum penalty provided in 49 USC § 60122 and 49 CFR 190.223 (federal law limits)

Retains existing provisions allowing the Mississippi Public Service Commission to impose penalties through chancery court and to compromise penalties with court approval, considering business size, violation severity, and good faith compliance efforts

Takes effect upon passage
