Expands the Public Procurement Review Board's authority to reject contracts determined to be financially non-viable, noncompliant with state law, involving conflicts of interest, lacking adequate justification for sole-source procurement, or deficient in deliverables and performance benchmarks.

Establishes formal procedures for emergency contract review, requiring agencies to document the nature of emergencies and justify expedited procurement, with retroactive board review within 30 days and exempting the Mississippi Emergency Management Agency from cost demonstration requirements.

Requires the board to adopt standardized criteria for contract review and issue written statements explaining reasons for contract rejection with recommendations for corrective actions.

Authorizes the board to void or amend emergency contracts found noncompliant if such action does not compromise public safety or emergency response integrity.

Effective date July 1, 2025, with repeal provision set for June 30, 2025 (creating a technical conflict in the legislation).
