Imposes 12% fee on gross revenue from online sports wagering, with proceeds directed to the Mississippi HOPE Scholarship Program Fund for college access and affordability initiatives.

Prohibits persons under age 21, self-excluded individuals, and athletes/officials affiliated with wagered-upon events from participating; requires platforms to implement responsible gambling programs and report suspicious betting activity.

Establishes separate Retail Sports Wagering Protection Fund receiving first $6 million annually to assist casinos experiencing revenue declines, with remaining funds allocated to Emergency Road and Bridge Repair Fund; effective July 1, 2025, with online wagering to commence by January 9, 2026.
