Authorizes regional commissions established under Section 41-19-33 to provide services as Certified Community Behavioral Health Clinics (CCBHCs) with enhanced certification to improve mental health and substance use service delivery.

Directs the Mississippi Department of Mental Health and Division of Medicaid to submit an application to the federal Substance Abuse and Mental Health Services Administration (SAMHSA) to join the CCBHC Demonstration Grant at the next available application period.

Requires the CCBHC system to comply with Section 223 of the Protecting Access to Medicare Act (PAMA) of 2014 and other applicable federal laws governing the CCBHC model.

Assigns the Department of Mental Health responsibility for certifying and monitoring CCBHC clinic compliance, and the Division of Medicaid responsibility for establishing a prospective payment system (PPS) to fund the CCBHC program.

Effective date: July 1, 2025.
