Prohibits the State of Mississippi and its agencies from seeking repayment for Medicaid benefits from Mississippi ABLE accounts, unless required by federal Social Security Act Section 1396p(b).

Clarifies that Mississippi ABLE accounts and their proceeds are not considered part of a beneficiary's "estate" for purposes of Medicaid estate recovery, unless required by federal law.

Amends participation agreement provisions to specify that the state is not a creditor of ABLE accounts, removing previous language identifying the state as a creditor.

Exempts amounts in Mississippi ABLE accounts from application of Medicaid recipient personal property disposition rules and estate recovery claims, unless required by federal law.

Takes effect July 1, 2025.
