Creates a study committee to examine certification of health benefit plans and health insurance issuers, with a report due to the legislature by December 1, 2025.

Committee composition includes 10 members: three appointed by the Lieutenant Governor (including Senate Insurance and Public Health chairs plus a physician from the State Medical Association), three by the Speaker of the House (including House Insurance and Public Health chairs plus a physician from the Independent Physician Practice Association), three by the Governor (including the Finance and Administration Director, a health plan CEO, and a hospital/surgery center administrator), plus the Insurance Commissioner and State Board of Health Chairman.

Study committee will examine health benefit plan certification standards, participating provider contract amendments, access to fee schedules, physician advisory committees, billing disputes, provider network regulations, plan surplus management, affiliated charitable foundations, and market share reporting accuracy.

Non-legislator members receive per diem at rates under Section 25-3-69 and reimbursement for mileage and expenses; legislative members compensated from their house contingent funds, with no per diem during legislative sessions.

Effective date is July 1, 2025.
