Renames the "Comprehensive Hurricane Damage Mitigation Program" to the "Strengthen Mississippi Homes Program" and expands its scope to include wind damage mitigation in addition to hurricane damage.

Increases the maximum financial grant amount from $10,000 to $15,000 per home for property owners retrofitting residential or commercial properties to reduce vulnerability to hurricane and wind damage.

Removes provisions requiring a cost-benefit study on wind hazard mitigation, wind certification and hurricane mitigation inspections, and an advisory council; authorizes the Commissioner of Insurance to establish grant eligibility criteria through regulation instead.

Increases the filing fee for an agent's certificate of authority from $25 to $50, effective July 1, 2025, with $25 deposited to the State General Fund and $25 to the Strengthen Mississippi Homes Fund.

Caps the Strengthen Mississippi Homes Fund balance at $15,000,000; any excess amount lapses into the General Fund on June 30th each year.
