Prohibits employees of public schools, community colleges, and universities from addressing unemancipated minor students by names other than their legal names or pronouns inconsistent with their biological sex without written parental permission.

Protects employees from adverse employment action for refusing to use names other than legal names, pronouns inconsistent with biological sex, or declining to identify their own pronouns.

Prohibits disciplinary action against students for declining to address others using names other than legal names, pronouns inconsistent with biological sex, or declining to identify their own pronouns.

Creates a private right of action for any person injured by violations, allowing recovery of injunctive relief, nominal damages, reasonable attorneys' fees, costs, and other appropriate relief within two years of the violation.

Takes effect July 1, 2025.
