Creates a seven-member study committee to examine unmerchantable and uninsurable titles resulting from tax sales on land, as well as blight and inconsistencies in the current tax sale process

Committee composition includes two Senate members appointed by the Lieutenant Governor, two House members appointed by the Speaker, one chancery clerk appointed by the Lieutenant Governor, one tax assessor appointed by the Speaker, and the Secretary of State as a non-voting ex officio member

Requires committee appointments within 30 days of the act's effective date and mandates the committee elect its own chairman, vice chairman, and other officers at its first meeting

Secretary of State shall provide staff and support; state agencies and political subdivisions must provide facilities, assistance, information, and data requested by the committee chairman

Committee dissolves on or before January 1, 2026
