Authorizes disclosure of youth court records to the Commission on Judicial Performance when exercising its official duties, adding it as an exception to confidentiality protections.

Removes the requirement for parents, guardians, custodians, and child counsel to request inspection and copying of youth court records—these parties now have automatic rights to access relevant records.

Creates Section 9-19-2 to define "judge" for purposes of the Commission on Judicial Performance to include trial judges, appellate judges, magistrates, court commissioners, special masters, referees, arbitrators, and hearing officers.

Amends Section 9-19-21 to authorize the Commission on Judicial Performance to subpoena and compel records from the Mississippi Youth Court Information Delivery System and any successor youth court record system.

Takes effect July 1, 2025, with Section 43-21-261 set to repeal on July 1, 2026.
