Requires unlicensed individuals transferring firearms at gun shows to arrange for a licensed gun dealer to conduct a background check and obtain Department of Public Safety approval before transfer.

Prohibits transferees from accepting firearm possession without approval from Department of Public Safety following a background check, and prohibits knowingly providing false information to acquire a firearm.

Makes violators of the transfer requirements jointly and severally liable for civil damages caused by the transferee's subsequent use of the firearm.

Establishes criminal penalties of 3 months to 1 year in county jail and/or $250-$1,000 fine for violations, plus 2-year firearms possession prohibition for convicted violators.

Exempts antique firearms, family gifts or loans, estate transfers, temporary transfers at shooting ranges or competitions, transfers for repairs, transfers under continuous owner presence, and temporary transfers not exceeding 72 hours (with potential liability for unlawful use in the latter).
