Creates a new section in Mississippi Code Title 25, Chapter 61 prohibiting settlement terms in civil proceedings between public bodies and other parties from being made confidential or sealed by court order.

Defines "public body" to include state departments, agencies, political subdivisions, municipal corporations, and governing boards of charter schools authorized by the Mississippi Charter School Authorizer Board.

Defines "public records" as all books, records, papers, accounts, letters, maps, photographs, films, cards, tapes, recordings and other documentary materials used or prepared in the conduct of public body business, excluding personal information as defined in Section 25-62-1.

Establishes definitions for "data processing software," "proprietary software," "incident report," "investigative report," and "law enforcement agency" for purposes of the Mississippi Public Records Act.

Effective date: July 1, 2025.
