Increases the noneconomic damages cap for civil actions (other than medical malpractice cases) from $1,000,000 to $2,000,000.

Maintains the existing $500,000 noneconomic damages cap for medical malpractice and breach of standard of care cases against healthcare providers.

Justifies the increase based on cumulative inflation of 67.02% since 2004, making $1 in 2004 equivalent to approximately $1.67 in current dollars.

Requires judges to reduce any noneconomic damages awards exceeding the applicable cap and prohibits juries from learning about these limitations.

Takes effect July 1, 2025.
