Amends Section 43-21-261 to allow any Mississippi Legislature committee or member to inspect youth court records and Department of Child Protection Services records upon prior written consent of the child's parent, guardian, or custodian.

Establishes a standardized written release form that must include the requester's personal information, explanation of the issue, and affirmation that the request does not violate federal, state, or local law.

Records disclosed to legislators shall remain confidential and not be shared with third parties without additional court authorization.

Applies to records including trial transcripts and recordings held by youth courts or the Department of Child Protection Services.

Sunsets on July 1, 2026, with the statute's confidentiality provisions otherwise remaining unchanged; effective July 1, 2025.
