Brings forward Section 45-9-51 prohibiting counties and municipalities from adopting ordinances restricting possession, carrying, transportation, sale, transfer or ownership of firearms and ammunition.

Brings forward Section 45-9-53 establishing exceptions to firearm restrictions, including regulations on firearm discharge in unincorporated areas and restrictions on carrying firearms at public parks, political events, and certain athletic events.

Brings forward Section 45-9-101 establishing the concealed carry licensing system administered by the Department of Public Safety, including eligibility criteria, application procedures, fees ($80 initial, $40 renewal), and locations where concealed carry is prohibited.

Allows citizens to sue in circuit court for declarative and injunctive relief against counties or municipalities that violate firearm restrictions, with violations subject to Attorney General investigation and possible civil liability up to $1,000 plus attorney's fees for elected officials.

Effective July 1, 2025.
