Establishes the Mississippi Nursing Instruction Grant Program administered by the Mississippi Community College Board to increase nursing instructor salaries and hiring across 15 community colleges in the state.

Allocates grant funds to raise current nursing instructors' salaries to $105,000 and allows each college to fill up to two vacant nursing instructor positions at that same salary level.

Creates a dedicated special fund in the State Treasury called the "Mississippi Nursing Grant Program Fund" to disburse grants upon legislative appropriation, with unexpended amounts carrying over annually rather than lapsing.

Requires community colleges to submit applications detailing nursing instructors whose salaries will be increased and vacant positions to be filled, with the Board authorized to rank applications using a competitive scoring system if funding is insufficient.

Mandates annual reporting by December 1st to the Legislature on applications received, scores, award amounts, expenditures, and total nursing instructors employed to inform future appropriations.
