Establishes the "Mississippi University System Efficiency Task Force" to examine efficiency and effectiveness of public universities, with focus on enrollment, graduation rates, and demographic shifts, requiring recommendations to the Legislature by December 1, 2025.

Prohibits public universities and community colleges from establishing or maintaining diversity, equity, and inclusion (DEI) offices and from expending funds on DEI-related activities, with exceptions for federal law compliance requirements.

Requires universities and colleges to adopt complaint procedures and investigative policies within 120 days to address violations, with complaints limited to students, faculty, and contractors.

Allows complaints about violations to be reported to governing boards and, if aggrieved, to the Attorney General, who may file for mandamus if substantial evidence of violation is found.

Mandates annual reports beginning in 2026 from institutions to their boards and from boards to the Legislature summarizing reported incidents, investigations, and dispositions of DEI policy violations.
