Creates the "Board Certified Behavior Analyst Loan Repayment Program" administered by the State Financial Aid Board to provide loan repayment assistance to eligible behavior analysts working in Mississippi.

Requires applicants to hold a graduate degree from a regionally accredited institution, obtain board certification through the Mississippi Autism Board, sign a full-time contract for at least 36 hours per week, and have outstanding qualifying graduate educational loans.

Provides annual loan repayment awards of $1,500 for first-year employment, $2,500 for second-year, and $3,500 for third-year employment, limited to 150 new recipients per year.

Establishes a dedicated "Board Certified Behavior Analyst Loan Repayment Program Fund" in the State Treasury for program implementation, with carryover of unspent funds and earned interest.

Sunsets the program on July 1, 2028, and requires the State Financial Aid Board to track participants through their fifth year of employment to measure program effectiveness in retaining behavior analysts.
