Amends Mississippi Code Section 75-60-5 to replace references to "State Board of Cosmetology" and "State Board of Barber Examiners" with a single "Board of Cosmetology and Barbering"

Clarifies that schools offering only nonvocational, personal improvement, or cultural instruction are exempt from registering with the Commission on Proprietary School and College Registration

Changes exemption language in subsection (j) from "vocational" to "nonvocational" purposes to accurately reflect which schools do not require registration

Updates related terminology in subsection (j) from "purposes" (plural) to "purpose" (singular) for grammatical consistency
