Amends Mississippi Code Section 37-103-25 to clarify that nonresident veterans and persons entitled to education benefits under Title 38 of the United States Code who qualify for Yellow Ribbon Program funds can be charged in-state tuition rates.

Allows nonresident veterans enrolled at Mississippi state institutions of higher learning and community/junior colleges participating in the Yellow Ribbon Program to receive Yellow Ribbon Program funds and scholarships that reduce their tuition to in-state rates.

Requires the tuition policy to be administered in a manner that allows nonresident veterans and eligible persons to fully participate in and receive Yellow Ribbon Program funds while maintaining approval from the U.S. Department of Veterans Affairs.

Maintains existing provisions allowing out-of-state tuition waivers for Hurricane Katrina and Rita evacuees and through institutional discretion or community college industry partnerships.

Takes effect July 1, 2025.
