Establishes the Mississippi Resident Promise Program administered by the Mississippi Postsecondary Education Financial Assistance Board to provide Promise Grants to recent high school graduates attending public community colleges in Mississippi.

Requires students to meet eligibility criteria including Mississippi residency, completion of FAFSA and Mississippi Aid Application (MAAPP), high school graduation with minimum 2.5 GPA, and full-time enrollment within 12 months of completing secondary education.

Promise Grants equal the full amount of tuition and required fees remaining after all other state, federal, institutional, and private aid has been applied.

Students must maintain at least 2.50 cumulative GPA, make steady academic progress, and maintain continuous full-time enrollment of at least two semesters or three quarters annually to renew awards; students may receive grants for no more than four semesters or one associate degree program, whichever is less.

Falsification of eligibility information results in grant denial and revocation, with penalties of up to $10,000 fine and one year in county jail; effective July 1, 2025.
