Requires public schools, community colleges, and public universities to develop Cardiac and Mental Health Emergency Response Plans (CMHERP) beginning in the 2025-2026 school year that address responses to sudden cardiac arrest and mental health emergencies.

Mandates staff training in CPR/AED use and mental health first aid for teachers, administrators, and appropriate staff such as healthcare providers, counselors, and resident assistants at higher education institutions.

Requires all public institutions of higher learning and community colleges to share information about mental health support services at new student orientations and on their public webpages, including counseling centers, health clinics, and telehealth services.

Directs the Mississippi Department of Mental Health to develop materials and guidance for incoming students regarding mental and behavioral health resources in coordination with the Mississippi Community College Board and Board of Trustees of State Institutions of Higher Learning.

Requires public institutions and colleges to partner with Community Mental Health Centers or private providers to deliver high-quality mental health resources at the lowest and best cost, including free resources.
