Requires the State Department of Education and all public school districts to teach that there are two genders (male and female) determined by chromosomal makeup (XY for male, XX for female).

Mandates the State Department of Education submit annual reports to the Governor, Lieutenant Governor, and Speaker of the House by July 1, 2026, and annually thereafter, documenting compliance by the department and each school district.

Allows private citizens to assert violations as claims or defenses in judicial or administrative proceedings and recover compensatory damages, punitive damages, injunctive relief, and attorney's fees.

Permits minors to bring actions through a parent or next friend, and allows individuals to file their own actions upon reaching age 18.

Authorizes the Mississippi Attorney General to bring enforcement actions and takes effect July 1, 2025.
