Requires each school district to implement a panic alert system with wearable devices for staff members beginning in the 2025-2026 school year, allowing immediate contact with local emergency response agencies through 911 integration.

Mandates that the panic alert system be capable of initiating campus-wide lockdown notifications and that all school personnel receive training on proper protocol and device use before the 2025-2026 school year begins.

Requires school districts to ensure local law enforcement can access all security data (cameras, maps, and access control) within school buildings and coordinate with local law enforcement to establish appropriate access protocols.

Declares school and agency safety and security records, photographs, diagrams, and related information confidential and exempt from the Mississippi Public Records Act of 1983, with exceptions for property owners, agencies performing official duties, other government agencies, or by court order showing good cause.

Authorizes the State Board of Education to adopt rules necessary to implement the act to protect student and educator health and safety; effective July 1, 2025.
