Requires the State Department of Education to develop a success sequence and character education curriculum by January 1, 2026, with integration into required K-12 curriculum in all public schools.

School districts must implement either the state-developed curriculum or their own board-approved curriculum by the start of the 2027-2028 school year.

Curriculum must include instruction on finishing high school, working full-time, and marrying before having children, plus 15 specified character traits including trustworthiness, responsibility, respect for authority and law, and sexual fidelity within marriage.

Prohibits proselytizing or indoctrinating any specific religious or political belief in the required curriculum, but exempts optional after-school programs led by third parties that may include religious or political perspectives.

Requires school districts to consult with parents, educators, and community members when developing curricula and mandates the Department of Education to compile annual data on curriculum impact and report to state leadership and the public.
