Senate Bill 2541 Summary

• Defines "grocery store" as a physical establishment with human-consumable inventory located in a wet county, municipality, judicial district or area.

• Authorizes Department of Revenue to issue new "grocery store wine-only retailer's permits" allowing holders to sell wine only in sealed, unopened packages at grocery stores for off-premises consumption.

• Expands package retailer's permit authority to allow sale of other products and merchandise (except beer) provided at least 50% of licensed premises revenue comes from alcoholic beverage sales.

• Allows any person to own or control up to six (6) package retailer's permits, eliminating the previous one-permit limit.

• Permits cannot be issued before July 1, 2026, and cannot be issued to grocery stores within 500 feet of existing package retailer's permit locations prior to July 1, 2026.
