Brings forward Section 49-2-131 establishing the Mississippi Municipality and County Water Infrastructure (MCWI) Grant Program to allow for possible amendment, which provides grants for water, wastewater, and stormwater infrastructure projects using Coronavirus State Fiscal Recovery Funds from the American Rescue Plan Act of 2021.

Municipalities and counties may apply for reimbursable grants matched one-to-one with their Coronavirus Local Fiscal Recovery Funds, with municipalities receiving less than $1,000,000 in allocations eligible for two-to-one matching.

Eligible project types include water treatment facilities, lead service line replacements, drinking water infrastructure improvements, wastewater systems, stormwater management, and regional water system interconnections.

Amends Section 4 of Chapter 509, Laws of 2024, to direct the State Fiscal Officer and State Treasurer to transfer unobligated Coronavirus State Fiscal Recovery Funds to the ARPA-MDOT Maintenance Project Fund by October 6, 2024, and to transfer any deobligated funds after October 5, 2024, to that same fund.

Authorizes the State Fiscal Officer to retain up to $25,000,000 for ARPA administration and reporting costs from funds transferred to the Coronavirus State Fiscal Recovery Fund.
