Extends the repeal date of the Small Business and Grocer Investment Act from July 1, 2025 to July 1, 2029.

Authorizes the Mississippi Development Authority to establish a program providing grants and loans to healthy food retailers in underserved communities, defined as Tier Two or Tier Three areas with limited access to fresh produce.

Program may fund new construction, store renovations, farmers markets, mobile markets, and distribution projects, with funds usable for site acquisition, construction, equipment, workforce training, and initial inventory.

Requires applicants to demonstrate commitment to selling fresh fruits and vegetables and prohibits locating projects where they would directly compete with existing food retailers.

Mandates the agency establish benchmarks, monitoring mechanisms to track fruit and vegetable sales, and submit annual reports to the Legislature on funded projects and outcomes.
